One-Year Leadership Reflection of – Laying the Foundation for Blitar’s Development


Blitar, February 2026 – The one-year achievements of Blitar Regent Rijanto and Vice Regent Beky Herdihansah were officially presented during the One-Year Leadership Reflection event held at . This period has been described as a foundational phase of development, emphasizing concrete action rather than routine administration.

In his address, Regent Rijanto stated that the first year of leadership focused on building a strong and sustainable development foundation. He emphasized moral and political responsibility to the people, while also highlighting the importance of synergy among all stakeholders, including the local government, Regional House of Representatives (DPRD), Forkopimda, business actors, academics, media, and the wider community.

Infrastructure and Connectivity as Top Priorities

Infrastructure development became one of the most significant achievements during the first year. In 2025, approximately 76 kilometers of regency roads were constructed and improved, including rural roads built with hotmix and concrete standards. For 2026, the government has set a target of 123 kilometers of road development, along with the construction of four bridges and 23 kilometers of drainage systems.

Equal distribution of road access, especially in peripheral and rural areas, aims to enhance economic mobility, educational access, and public welfare. Strategic national projects such as Brongkos Ngembul and the Southern Cross Route have also progressed toward resolution, opening broader connectivity in southern Blitar.

Public Service Transformation and Digitalization

The Blitar Regency Government has accelerated digital transformation in public services to improve efficiency, transparency, and bureaucratic accessibility. One of the flagship programs is the provision of free internet access through the Si Rizky network, which has reached 351 locations and continues to expand.

Additionally, the Bossku Traveling program was introduced to expedite licensing services and stimulate investment growth, creating a more business-friendly environment in the regency.

Economic Strengthening, MSMEs, and Food Security

In the economic sector, Micro, Small, and Medium Enterprises (MSMEs) have received capital support, mentoring, and expanded market access. Agriculture, as a core identity of Blitar Regency, has been strengthened through farming equipment assistance, irrigation improvement, farmer training, and farm road development.

Industrial downstreaming initiatives aim to increase the added value of local products and boost community income. The government has also actively controlled inflation and maintained price stability during Ramadan and Eid al-Fitr through market operations and cross-sector coordination.

The strengthening of Village/Urban Village “Merah Putih” Cooperatives is also underway, with 34 units completed, 172 in progress, and 42 land-ready units.

Education and Human Resource Development

Education remains a key pillar in developing competitive human resources. The government has provided assistance to 5,500 underprivileged elementary and junior high school students, distributed uniforms to over 18,000 students, and supported tuition fees for more than 1,700 university students.

The Blitar Mengabdi Scholarship program has been expanded, accompanied by the establishment of 15 new Community Learning Centers (PKBM). Free student bus services, school revitalization programs, and efforts to reduce the number of out-of-school children have also been implemented.

Healthcare and Social Programs

In the healthcare sector, the Graha Pandawa building at Ngudi Waluyo Wlingi Regional Hospital was inaugurated, offering urology and executive clinic services. Srengat Regional Hospital now provides free ambulance services to residents.

The regency also fully supports the national Free Nutritious Meals program, which has benefited more than 204,000 recipients across Blitar Regency.

Social Welfare and Governance Achievements

A total of 234 uninhabitable houses have been renovated, with a target of 400 in 2026. The poverty rate declined to 7.57 percent, marking the lowest level in the past 20 years.

The number of independent villages increased from 111 to 131, while 89 villages achieved advanced status. Blitar Regency also secured its ninth consecutive Unqualified Opinion (WTP) from the national audit board.

Land certification under the PPTPKH program has reached 3,132 residents. In sports development, 90 athletes received awards with a budget allocation exceeding Rp2 billion, alongside a commitment to nurturing athletes to the international level.

A Strategic First Step Toward a More Competitive Blitar

Overall, the first year of Rijanto–Beky’s leadership highlights a strong focus on infrastructure as the backbone of economic growth, inclusive economic empowerment through MSMEs and villages, human resource development, and improved public service delivery.

Although still in its early stage, these achievements are widely regarded as a strategic foundation toward a more advanced, competitive, and prosperous Blitar Regency.
